– As it should be. The situation of public media is admirable: they should not be influenced or politically or commercially. And if in Poland just over 70 percent. A mission of public media?
– In many countries, private media receive orders on a competitive basis. In this way increases the level of the entire market. The idea for the creation of a fund public mission appeared in our country in the bill, which eventually disappeared.
What next? You propose to build a consortium of public radio and television.
– In connection with the technological convergence of television and radio connection is imminent. I am talking about the same media, not institutions. This process is necessary to start regional television and radio stations. At the same time I realize that it’s very difficult, because each of them wants to stand out for independence.
The third part is the internet. Creators propose a common portal for all media such as the BBC. Nowhere, except in Sweden and former demoludów, radio and television are not separate entities. In the 90s Radio wanted to get independence, believing them to be discriminated against. Now the situation has now changed. You need to use it.
How would look like in practice? The joint newsroom?
– For example. The problem is in the act. The current does not regulate the cooperation between radio and television, or even between local radio stations and Polish Radio. I imagine that broadcasting within the framework of macro-regions, for example. These seaside, could create a common bandwidth.
Why the Ministry of Culture so long working on the new law? The Minister Margaret Omilanowska said that virtually nothing is ready, you need to write it from scratch. Zdrojewski said that the project is almost ready. What’s the problem?
– In that focuses on the amendment, not a new law, and this amendment only because of the financial situation of the media. Meanwhile, it is not regulated, eg. The right to enter the media in new technologies. There is no law, there is only practice.
Besides, in 2014-15 there were four election campaigns. And this bill would introduce a new tax. It does not matter whether he would be charged with PIT-I, or energy. Whether it be titled fee or subscription. It would be a tax. We do not want to pay taxes, especially on something that is so badly regarded as public television. There is also the climate, to pay for audiovisual services, since 70 percent. Poles and so pay either digital platforms, or the cable. How the new law could put an end to politicization?
– There are different variants. I am in favor of the law makers. The public media will oversee 50-person committee randomized among the 250-strong staffing committee. Members of staffing would indicate, among others, NGOs, creative and journalistic associations, rectors’ conferences. The Committee would select seven-way contest Public Media Council, and this – well on the way competition – wybierałaby directors of television, radio and media portal services.
You can not see such a majority in the new parliament, which will say: we give media creators and give them public money.
